For any disaster management function to be effective, it is imperative that the skills, competencies of all the stakeholders viz people, communities and society at large are updated and in sync with the requirements of the disaster management function requirements. This section tries to provide a structure as to how this can be achieved by first defining the functions of the disaster management, the stakeholders involved whose will be the targets for  capacity building followed by the structure of capacity building process including defining requirements of training modules, performance criteria for measuring the improvements in skills/competencies.

 

ASLI Mitr

Besides creating competencies in all stakeholders, it is important that necessary mechanism for disseminating the knowledge to the last intended user of that knowledge is put in place.  The structure provided below identifies one such resource person who shall be responsible for disseminating the knowledge or inputs received by him as a part of capacity building training to the last link in the stakeholder chain, that is, local populace. This resource person shall be a grassroots level worker who will guide the local population of his/her area on Aapda Suraksha and act as administration’s Liaison for disseminating knowledge Inputs and delivering the feedback from public as Inputs to administration. He shall be known as ASLI Mitr.

Functions of Disaster Management:

 

  • Risk and hazard potential determination: This involves assessing the likely hood of a geographical region or locality or district getting affected by any natural or manmade calamity and determining the extent to which the geographical unit would be affected. It would help in determining the risk associated with that location as far as natural hazards are concerned and helps laying the foundation for disaster risk mitigation policies and procedures.

  • Disaster preparedness: The risk and hazard potential of any area, after it has been determined, dictates the type and magnitude of the preparedness required for meeting the challenges posed by the disaster, should it occur. This involves making strategies by which necessary policies and procedures are in place which shall guide in preparing the local population to be ready for disaster. These procedures can be used to reduce vulnerability to the disasters, mitigate its impacts and respond more efficiently to it. This can be achieved through timely interventions in planning and execution of infrastructure facilities, housing etc. and keeping ready necessary equipment that may be required based on rsik potential.  It also involves making a repository of knowledge on ways to be prepared for disaster and also for designing ways and methods by which this knowledge can be disseminated to the local population periodically.

  • Evacuation: This function evolves out of the disaster preparedness and involves having strategies in place, specific to a location, as to how and when to move people away from the hazard posed by disaster to a safe place in least time and minimal hindrance.

  • Rehabilitation: The main aim of this function is to assist the local population in bringing the affected area back to normalcy once the hazards posed by disaster have subsided. This function besides providing immediate sustenance needs to people must also look at providing interventions while houses are being rebuilt or services are being re-laid.

    • Monitor and rehearse managerial competence and logistics mobilization

    • Ensure effectiveness of communication across various stakeholders

  • Evacuation (rescue, survival, relief)

    • Knowledge and skills dissemination for survival, rescue and relief

    • Maintain inventory of resources necessary for evacuation

    • Prepare plans in advance for rehabilitation needs

    • Mobilize implementation machinery
