"Earthquakes seldom kill people; it is mostly buildings that do so." 11 percent of people exposed to natural hazards live in low human development index countries, accounting for more than 53 percent of the total recorded deaths resulting from natural disasters. In the event of a disaster, schools and other educational infrastructure suffer extensive damage, teachers lose their lives and classes get disrupted. For a family hit by disaster, sending children to school becomes second priority, girl child suffers first.

Security of an urban space is an intangible quality defined more by breach or lost. It involves three components: Prevention, detection and apprehension. Urban security risk is a function of SOCIAL and SPATIAL construction of the urban fabric and depends on the interspersion of positive and negative spaces. Planning for mitigating security risk focuses on prevention through design and providing technological and operational solutions for residual risk minimized through planning initiatives.
